Many commentators claim that President Obama’s Executive Order 13603 is nothing to worry about. It will never be used and is simply the ultimate fall-back position of the government in extraordinary circumstances.
Of course, just because the current administration won’t use it that doesn’t mean a future one won’t. Who’s to say what a Trump or Clinton administration may decide? Who’s to say what any administration will or will not do?
Obviously, if no one is ever going to use it, it begs the question why go to all the bother of enacting it in the first place?
So what is Executive Order 13603 and why should every American be concerned about it.
It is actually an update of a previous presidential order issued by Bill Clinton in 1994. It sets out the power that any President can wield in situations deemed to constitute a “national emergency.”
The National Defence Resources Preparedness Executive Order 13603 provides the President with unprecedented powers such as declaring martial law, seizing private property, implementing the rationing of food, gasoline, and drugs, restarting peacetime conscription, and nationalizing America industry, merely by declaring a national emergency.
The powers of seizure the U.S government grants itself include, but are not limited to, the power to seize all of the following:
* “All commodities and products that are capable of being ingested by either human beings or animals”
* “All forms of energy”
* “All forms of civil transportation”
* “All usable water from all sources”
* “Health resources – drugs, biological products, medical devices, materials, facilities, health supplies, services and equipment”
* “Forced labour ( or “induction” as the executive order delicately refers to military conscription)

Moreover, federal officials would “issue regulations to prioritize and allocate resources.” Each government department “shall act as necessary and appropriate.”
Obama’s signing of this order has gone largely unnoticed by the mainstream media. Critic claim that it sets into law the process by which a totalitarian state can be established.
They’re right!
It effectively enables the federal government to take over management and distribution of all food, water and other resources.
It is a mechanism for the total and complete control of every aspect of the American way of life. The Obama administration has repeatedly reassured the public that they will never use this legislation.
So what are the circumstances under which they may consider using it? Well the order itself stipulates that it can be enabled in any of the following circumstances:
“Military conflicts, natural or man-caused disasters, or acts of terrorism within the United States”
I don’t know about you, but given the sorry state of the world at the moment, none of these “extraordinary circumstances” seem that unlikely. In fact many may think that they are practically a certainty.
Obama’s Executive Order 13603 seems to describe a potentially totalitarian regime obsessed with control over everything. And that’s exactly what it is.
In justifying the order, Obama wrote in Section 102 under “Policy:”
“The United States must have an industrial and technological base capable of meeting national defence requirements and capable of contributing to the technological superiority of its national defence equipment in peacetime and in times of national emergency.”
“!The domestic industrial and technological base is the foundation for national defence preparedness. The authorities provided in the Act shall be used to strengthen this base and to ensure it is capable of responding to the national defence needs of the United States.”
So effectively, by signing this order, Obama has created a piece of legislation that enables them to use the kind of emergency measures, usually reserved for times of global conflict, during peacetime.
The U.S does not have to be embroiled in all out war for these measures to take effect. It could happen in response to a domestic act of terror such as 9/11, Sandy Hook or Orlando.
It also establishes the basis for slave labour. The Executive Order 13603 states that the President, or the head of any federal agency that he shall designate, can conscript “persons of outstanding experience and ability without compensation,” in both “peacetime and times of national emergency.”
Slavery of the American people in other words.
